Home incarceration is an increasingly popular means of confining the convicted in a much more humane fashion. Compare that to the $17.81 paid by the county for a work release inmate housed at a local minimum custody institution, and the advantages of home incarceration are apparent. While not foolproof, as recidivism does occur, it is a much more sensible option overall, financially for the county and emotionally for the non-violent criminal. In those cases of recidivism, an equally sensible solution is on hand: the offenders are returned to jail and scheduled to appear before the judge who sentenced them in the first place to the home confinement program, that judge will then determine whether the individual should serve out the rest of their sentence in jail or perhaps be given another chance and returned to the program.
